[ARCHIVED] Town of Prosper to Hold $192.3 Million November Bond Election

PROSPER, TX – August 19, 2025 – The Town of Prosper will hold a bond election on November 4, 2025 for a proposed $192.3 million package that would fund street improvements, an expansion to police headquarters, a new public library, parks and recreation, a service center and downtown improvements. The election will not result in an increase to the property tax rate.

The bond program was developed by a citizen-led committee in collaboration with Town staff to assess community needs and prepare for future growth. The projects are designed to improve Town facilities and infrastructure and are expected to be completed over the next eight years.

The bond election will be presented to voters in six separate propositions:

PROPOSITION A: STREETS
$92.8 million to design, construct, expand and improve Prosper’s roads, sidewalks, intersections, pedestrian access, lighting, traffic signals, drainage and related infrastructure. These improvements will address Prosper’s continued growth, mobility and safety.

PROPOSITION B: POLICE
$29 million for expanding Prosper Police Headquarters. The project includes new secure parking, a second-story expansion and upgrades to meet staffing projections through 2035.

PROPOSITION C: LIBRARY
 $34.2 million to build a new public library facility with teen and children’s areas, study rooms, innovation labs, quiet spaces and adaptable infrastructure for emerging technologies and community events.

PROPOSITION D: PARKS AND RECREATION
 $24 million to enhance Parks and Recreation offerings by designing, constructing, improving and equipping parks, trails, bridges, sports fields, courts and other recreational facilities.

PROPOSITION E: PUBLIC WORKS AND PARKS SERVICE CENTER
 $10 million to construct and equip a service center for streets, parks, fleet and facility maintenance.

PROPOSITION F: DOWNTOWN IMPROVEMENTS
 $2.3 million to renovate the historic silos, construct additional parking, signage, entryway landmarks, land acquisition, drainage improvements and sidewalks in Downtown Prosper.

A bond election allows voters to decide whether the Town may borrow funds for major capital projects. Bonds are repaid over time and enable communities to invest in infrastructure and facilities that support long-term growth.

The 2025 bond proposal was shaped by input from residents who served on the Bond CommitteeCommittee members toured facilities, reviewed presentations and prioritized projects aligned with the Town’s Strategic Vision.
