The Town of Prosper has finalized the Fiscal Year 2025-2026 budget, covering October 1, 2025, to September 30, 2026. For the period of October 1, 2025, through September 30, 2026, the Town of Prosper has allocated an adopted budget of $124.8 million. The Fiscal Year 2025-2026 Adopted Budget is now available online, reflecting the Town's commitment to sustainable growth and enhanced community services.

Financial Planning
Property Tax Insights: The budget adopts a property tax rate of $0.505 per $100 of taxable value, remaining consistent with the previous year, ensuring fiscal responsibility while accommodating community needs.
Increased Revenue: Revenue from property taxes will rise by $5,715,955, a 12.04% increase, with $3,831,840 generated from new properties.
Operating Appropriations: $124,847,464 in total, with $68,209,022 allocated for General Fund operations, ensuring essential services are maintained at high standards.
Public Safety ( Special Purpose District)
Crime Control and Prevention: An allocation of $3,427,736 will support initiatives under the Special Purpose District.
Fire Control and Emergency Medical Services: An allocation of $3,460,919 for the Fire Control, and Emergency Medical Services Special Purpose District.
Community Development
Downtown Prosper: Multiple businesses including several restaurants have opened during the year and a new multi-family development is now open. A new Downtown Plaza project is underway on Broadway, and the design phase for the Downtown Monumentation is complete.
Infrastructure Commitment: Over 79% of the $210 million bond from November 2020 has been issued, focusing on essential infrastructure. A bond election of $192.3 million has been called for November 2025 for continued development.
Economic Growth
Commercial Expansion: Continued growth in commercial sectors with new developments including pediatric hospitals and prominent national retail chains, enriching Prosper's economic landscape.
Tax Base Diversification: The addition of significant commercial properties is increasing the Town’s tax base and supporting a transition from a primarily residential community.
Town Council Strategic Visioning Priorities
Acceleration of infrastructure:
- Work with the Capital Improvement Subcommittee to identify gaps in the Town's infrastructure and ensure that it meets the demands of a growing community.
- Utilize all available financial methods (Bonds, Certificates of Obligation, Capital Dedicated Fund, Grants, etc.) to fund projects.
- Work with the Capital Improvement Subcommittee to plan for a future bond program and/or pay-as-you go program.
Development of Downtown Prosper as a destination:
- Collaborate with the Downtown Business Alliance, Community Engagement Committee, and Prosper EDC to implement the Downtown Master Plan.
- Pursue a mix of public and private developments as catalysts for office, retail, restaurants, entertainment, housing, and outdoor events.
Ensuring the Town’s commercial corridors are ready for development:
- Ensure US 380 and Dallas North Tollway are primed and ready for development.
- Develop long-term strategies for land use, landscaping, lighting, and traffic.
- Leverage partnerships with TxDOT, NTTA, and private development.
- Prioritize infrastructure to meet demand, using incentives when appropriate.
Continue to provide excellent municipal services:
- Strive to be a high-performing organization focused on continuous improvement, best practices, and benchmarking.
- Develop a culture of excellence and provide the financial resources necessary to support these goals.
- Provide a welcoming and respectful environment for residents, visitors, and Town employees.
Work towards a growing and diversified tax base:
- Collaborate with Prosper Economic Development Corporation (EDC) and be adaptable to changing market conditions.
- Place an emphasis on corporate, medical, and life-sciences sectors.
- Utilize metrics to create resiliency strategies against market changes.
