The Town of Prosper strives to be a place where every resident has a voice, where decisions are made in the best interest of everyone, and where government is open and transparent. The municipal departments each play a role enriching the Town and supporting the people who live here.

Town Government Model
The Town of Prosper is governed by a Town Charter, which was adopted by the Prosper citizens in 2006 and established a Council-Manager form of government. The Charter gives authority to the Town Council as the governing body of the Town, and the Town Manager serves as the chief administrative officer who is responsible for the day-to-day operations of all Town departments.

Animal Control
The Town of Prosper wants to promote responsible pet ownership and maintain safe parameters with wild animals.

Building Inspections
The Building Inspections Division provides quality inspections of both residential and commercial projects to ensure minimum requirements are met for public health, safety, and general welfare.

Communications & Community Engagement
The Executive Director of Community Services coordinates the Communication and Community Engagement efforts of the Town, including the Town’s various social media platforms, and assisting departments with marketing and communicating information to the public about Town programs and services.

Engineering

Finance
The Finance Department guides fiscal policy, enforces accounting controls, maintains the general ledger, collects and disburses all Town funds, manages debt service, produces the budget, prepares the consolidated annual financial report and provides direction on town-wide and specific projects.

The Prosper Fire Department is a group of dedicated professionals working together through our commitment to service and excellence. We dedicate ourselves to the safety of our community by providing the highest level of service possible. We strive for constant improvement to better serve the community and each other.

Health & Code Compliance
The Health and Code Compliance Division wants to keep the Town of Prosper safe, clean, and appealing to current and future residents. We do this by inspecting properties and investigating complaints related to nuisances and zoning violations.

Parks & Recreation
The Town of Prosper Parks and Recreation Department strives to provide active and passive recreational opportunities for all citizens of Prosper in an accessible and safe environment while promoting the preservation of the Town’s natural resources.

Planning
The Planning Division is responsible for maintaining the integrity of the Town’s Comprehensive Plan, by managing the Zoning and Development application process, upholding the standards of the Zoning and Subdivision Ordinances, and providing excellent customer service to the development community and the citizens of Prosper.

Police Department
The mission of the Town of Prosper Police Department is to effectively and efficiently provide for the protection of lives and property, preserve the public peace, and provide needed community services with the highest level of professionalism and ethical standards, through th euse of Courtesy, Service, and Protection.

Public Works
The Public Works Department consists of several divisions, including a water distribution system, wastewater collection system, streets department, and general maintenance department.

Purchasing
The Purchasing Division strives to provide fair and open competition among potential vendors, for the purpose of procuring quality goods and services that provide the best value for the residents of the Town of Prosper; and to conduct all business in a professional and ethical manner that preserves public confidence in the Town’s procurement processes.

Stormwater Management
In November 2014, the Texas Commission on Environmental Quality (TCEQ) approved the Town of Prosper’s Stormwater Management Plan (SWMP).

Town Manager
The Town Manager serves as the chief administrative officer of the Town and provides administrative guidance to the Town Council for the administration of all affairs of the Town with only those exceptions specified in the Town Charter.

Town Secretary
The City Secretary reports to the Executive Director of Community Services and is a statutory position required by State law and the Town Charter.

Utility Billing / Trash & Recycling
The Utility Billing Department provides superior customer service for water, sewer, trash, and recycling services to Prosper residents and businesses.
