E-Bike Regulations
The Town of Prosper has updated its ordinance (effective December 1, 2025) to address the increased use of e-bikes in the community. All riders of bicycles and e-bikes must follow the same traffic laws that apply to motor vehicles. This includes stopping at stop signs, walking bicycles and e-bikes through crosswalks, and riding on the right side of the roadway. Riders must use functioning brakes and appropriate lighting when operating at night. Headphones or earbuds may not be worn while riding, unauthorized passengers are prohibited, and speeds may not exceed 10 miles per hour on approved surfaces within Town parks.

State law defines three classes of e-bikes:
Class 1 and Class 2 e-bikes provide assisted speeds up to 20 miles per hour and have no minimum age requirement.
Class 3 e-bikes provide assisted speeds up to 28 miles per hour and require riders to be at least 15 years old.
All e-bikes must have motors of 750 watts or less and must display a permanent manufacturer label showing the e-bike class, top assisted speed, and motor wattage. Under the updated ordinance, a Town permit is required for e-bike operation. The Prosper Police Department will begin scheduling e-bike inspections and registrations in December.
E-Bike Registration
Schedule a registration appointment with an officer by filling out the E-bike Online Registration Request Form. *Online Registration request forms are to schedule an appointment with an officer and not e-bike registration.
Before bringing your e-bike for inspection, please ensure it meets all State of Texas legal requirements. The e-bike must have a motor rated at 750 watts or less, a maximum assisted speed of 20 mph for Class 1 and Class 2 models or 28 mph for Class 3 models, and it must display a manufacturer’s label that clearly identifies the Class, motor wattage, and maximum assisted speed. An adult age 18 or older must complete each registration and present a photo ID for age verification.

CHAPTER 664. STANDARDS FOR ELECTRIC BICYCLES
Sec. 664.002. LABELING. (a) A person who manufactures or sells an electric bicycle shall apply a permanent label to the electric bicycle in a prominent location that shows in Arial font in at least 9-point type:
(1) whether the electric bicycle is a Class 1, Class 2, or Class 3 electric bicycle;
(2) the top assisted speed of the electric bicycle; and
(3) the motor wattage of the electric bicycle.
(b) A person who changes the motor-powered speed capability or engagement of an electric bicycle shall replace the label required by Subsection (a) to show accurate information about the electric bicycle.

E-Motorcycle Regulations
E-motorcycles differ from e-bikes and are regulated in the same manner as traditional motorcycles. These vehicles must have more than 750 watts of power, be capable of speeds above 28 miles per hour, and may only be operated by individuals 16 years of age or older. Riders must hold a valid Class M driver license, maintain proper vehicle registration and license plate (when applicable) through the Department of Motor Vehicles, and carry the required insurance. Helmets are required for riders under the age of 21.

E-motorcycle Rules and Regulations:
- Must be equipped with a throttle and capable of speeds greater than 28 mph
- Must have 750+ watts of power
- Minimum rider age: 16 years of age
- Must follow all traffic laws
- A valid Class M license is required through the Department of Motor Vehicles
- Department of Motor Vehicles registration, license plate (when applicable) and insurance are required
- Helmets are required under 21 years of age
