Comprehensive Plan

The Comprehensive Plan was adopted by Ordinance Number 12-21 on August 14, 2012 and serves as a long-range statement of public policy. It is a plan to preserve the past, realize the potential of the present, and guide the future of the Town. The document reflects the coordinated effort of citizens, decision-makers, Town staff, and other stakeholders.

On February 8th, 2022, Town Council adopted an ordinance to incorporate the Design Guidelines for Dallas North Tollway in the Town of Prosper Comprehensive Plan. The guidelines are included in the Appendix of the plan as "Exhibit One."

On August 22nd, 2023, Town Council adopted an ordinance to update the Comprehensive plan to reflect the changes to residential and commercial growth throughout the Town of Prosper.

Prosper Old Town Area Assessment

To build upon the momentum created by several investments in the old town area, the Town engaged a consultant team in the summer of 2016 to provide an assessment of opportunities in the old town area, and to work with area stakeholders in establishing a vision for old town, and recommendations for implementing that vision. The process of developing a future vision for Old Town Prosper focused on an assessment of physical opportunities, market potential and stakeholder desires. The final draft was presented to the Town Council on April 25, 2017.
